Any comic book or comic strip that came out was after the fact. I'd be very disappointed if it was George Jetson. So far all of the parodied post apocalyptic characters have been comic strip originals and not from other media. My money is still on Mutt & Jeff, but, Jor's Andy Gump call could be dead on.
